John Wacher
John Wacher leads the Mayor of London’s Viability Team and oversees the development of strategic policy and guidance on viability and the assessment of strategic applications at the GLA. He is a co-author of the Draft London Plan and the Mayor’s Affordable Housing and Viability Supplementary Planning Guidance. More recently he has contributed to the GLA’s response to Covid-19, including work of the Mayor’s Housing Delivery Taskforce and is the GLA lead on the Infrastructure Levy proposals in the Planning White Paper.
John has chaired the London Authorities Viability Group for the last five years which draws together planning, housing and surveying officers from across London and promotes best practice in viability testing. He has given evidence at a range of planning appeals, including Parkhurst Road, Islington, at Examinations in Public and to the House of Commons Housing, Communities and Local Government Select Committee and the London Assembly Planning Committee.
